COINTELPRO (an acronym for COunter INTELligence PROgram)
was a series of covert, and at times illegal,[1] projects conducted by the United States Federal Bureau of Investigation (FBI) aimed at surveying, infiltrating, discrediting, and disrupting domestic political organizations.[2] National Security Agency operation Project MINARET targeted the personal communications of leading Americans who criticized the Vietnam War, including Senators (e.g., Frank Church and Howard Baker), civil rights leaders (e.g., Dr. Martin Luther King), journalists, and athletes.[3][4]
The FBI has used covert operations against domestic political groups since its inception; however, covert operations under the official COINTELPRO label took place between 1956 and 1971.[5] COINTELPRO tactics are still used to this day, and have been alleged to include discrediting targets through psychological warfare; smearing individuals and groups using forged documents and by planting false reports in the media; harassment; wrongful imprisonment; and illegal violence, including assassination.[6][7][8] The FBI’s stated motivation was “protecting national security, preventing violence, and maintaining the existing social and political order

COINTELPRO The FBI began COINTELPRO—short for Counterintelligence Program—in 1956 to disrupt the activities of the Communist Party of the United States. In the 1960s, it was expanded to include a number of other domestic groups, such as the Ku Klux Klan, the Socialist Workers Party, and the Black Panther Party. All COINTELPRO operations were ended in 1971. Although limited in scope (about two-tenths of one percent of the FBI’s workload over a 15-year period), COINTELPRO was later rightfully criticized by Congress and the American people for abridging first amendment rights and for other reasons.
